When the variation of the moon angular velocity is reduced, this allows also that everything can be seen at a slow motion, and appreciate the alternation of stretches of time - say, of 5 or 15 minutes each - where nothing special appears to take place, with others, where peculiar phenomena become visible.
It is as if every now and then a sufficient number of water molecules find themselves interacting with the motion of the Moon at one of the critical values of angular velocity.
